How do you get Lightning Staff?
Buy the Weather pack (24 Robux in the 25 October snapshot) or All Weapon Packs (89 Robux). These tabs sit on the Robux side of the shop, four cards each.
How do you use Lightning Staff?
Buy this only if you want Lightning Staff itself or the rest of the Weather pack. A kill-unlock card, when one exists, is a different route.
